In the 1920s, Chile was in crisis. Falling saltpeter sales and rising inflation pushed the middle and working classes to support the election of reformist Arturo Alessandri Palma in 1920. Between 1924 and 1932, 21 cabinets were formed and dissolved as the new political elite sought to replace the old oligarchy. When Alessandri resigned, the military returned him to power in 1925. This military rule solidified under the dictatorship of Carlos Ibáñez del Campo in 1927, who would try several economic reforms that helped a little, but ultimately did little to displace the oligarchs. The decade ended with the start of the Great Depression, which saw saltpeter exports plummet even farther.
