10-31 Variety: The first "S" of SHIPS and last "E" of COMMERCE are double cut, the last "E" in COMMERCE has an incomplete centre-stroke. There is a single H mintmark, the British flag is straight, the ampersand has a cut knob, and the reverse border is toothed.
