Charles IV, Holy Roman Emperor (1316–1378) was one of the most effective and influential rulers of the Holy Roman Empire, reigning as King of Bohemia and later as emperor from 1355. A member of the House of Luxembourg and the son of John of Bohemia, Charles focused on consolidating power within his hereditary lands rather than pursuing widespread military expansion. His reign brought stability and prosperity, particularly to Bohemia, where he promoted economic growth, trade, and cultural development. He also transformed Prague into a major political and intellectual center, founding the first university in Central Europe, Charles University in 1348.

One of his most lasting achievements was the issuance of the Golden Bull of 1356, which formally established the process for electing the Holy Roman Emperor and defined the role of the prince-electors, shaping the empire’s constitutional structure for centuries. Charles was a skilled diplomat who avoided unnecessary conflict, preferring negotiation and legal authority to maintain control. His reign is often seen as a high point for the Luxembourg dynasty and a period of relative order within the empire, leaving a durable political and cultural legacy.
