As the Civil War was ramping up, the United States federal government sought to raise funds for the Union via the Revenue Act of 1862. The act introduced a lot: the first income tax, the office of the Commissioner of Internal Revenue, and excise taxes on goods and services. This last one hit cigar manufacturers, who were required to affix stamps to their products indicating that the excise tax had, indeed, been paid.
This tax stamp certficate was dated 1874 for use in Newburgh, New York, but was cancelled before it was used -- evidenced by the pie-shaped holes punched through it. There are three parts: the stub, which was kept when the stamp was used, the coupons (twelve, one for each month), and the certificate for the manufacturer. Each year was issued on different coloured paper, to make identification easier; this one is white.
