In November of 1848, Pope Pius IX, threatened by liberal groups calling for a democratic government, fled the Papal States for the Kingdom of Two Sicilies. With the Pope gone, the Papal States were transformed into the short-lived Second Roman Republic -- second, because it sought to emulate the original Roman Republic, which had been the democratic precursor to the Roman Empire. The Republic's constitution was notable for two reasons: firstly, it promised freedom of religion within the (former) Papal States, where, previously, only Catholicism and Judaism had been allowed; and, secondly, it was the first constitution in the world to abolish capital punishment.
