Maurice Tiberius (reigned 582–602 CE) was a skilled general and administrator who strengthened the Byzantine Empire during a period of constant external threats. Rising from humble origins as a soldier, he expanded and secured the empire’s eastern borders against the Persians and stabilized the Balkans through campaigns against the Avars and Slavs. Maurice also implemented important military and financial reforms, including organizing the empire into districts that later evolved into the theme system. Though respected for his discipline and strategic mind, his strict economy measures and unpopular decisions led to unrest, and in 602 he was overthrown and executed after a mutiny—marking the end of stability and ushering in a turbulent era for Byzantium.
